For a national standard to actually cost a country a Qualifying Position, four things all have to be true at once: (1) a bar exists; (2) it is set high enough to actually catch athletes qualifying by world ranking, rather than just restating the shared EA entry standard; (3) there is no waiver clause, or it isn't used; and (4) the federation is willing to leave the place empty rather than fill it. Fail any one of the four and the place gets filled regardless of what the policy document says on paper. Most federations fail at the first or second hurdle: of the 28, 15 have no separate national mark at all (relying purely on the WA/EA route) - and of the 10 that do publish one, 9 set it below the EA standard, so even those can only ever bind an athlete coming through the ranking route, since anyone who already cleared the higher EA standard has, by definition, cleared it too.

This below-EA pattern is programme-wide, not a javelin quirk. Poland, Netherlands, Belgium and Spain all set national marks below the EA entry standard across the whole event programme, not just men's javelin - for example Poland's men's 1500m standard is 3:34.90 against an EA standard of 3:33.50; the Netherlands' high jump standard is 2.21m against an EA standard of 2.27m; Spain's pole vault standard is 5.65m against an EA standard of 5.82m. An athlete who qualified via the entry standard route has already cleared a higher bar than any of these - so a below-EA national mark is a ranking-route filter by arithmetic, not a general selection standard.

A declined Qualifying Position transfers to another country; it does not lapse. Under EA's published Qualification System, where a target number of entries in an event is not reached, European Athletics "shall identify and confirm, as qualified, the athletes with the next best World Rankings position... in order to reach the established target number." Member Federations are separately "strongly encouraged to inform European Athletics, in case of any athletes being qualified... but not being able to participate," specifically because it "would help... other MFs and athletes who might be[] considered qualified in case of withdrawals." Worked example: in men's javelin, GB & NI's Michael Allison held Road to Birmingham Qualifying Position 25 and was not entered; Italy's Michele Fina, ranked 43rd and listed as next best, competes in Birmingham instead. This is best read as the queue functioning as designed, not as a direct causal claim about one specific place - withdrawals from several nations feed the same ranking queue, so more than one declined place could sit between any two named athletes on it.
